This is the quantity needed overall, in order to meet customer needs and any stock minimum which may be set for this item.
In other words, this is the quantity we want (or wanted) to request from the Template:L/vc/term.
The actual amount ordered defaults to this, but sometimes the administrator creating the restock request will adjust it (e.g. increasing the amount ordered to take advantage of a sale).
